GENERAL DESCRIPTION
Under the direction of the Private Lands and Public Hunting Program Director, this position is responsible for advanced (senior-level) consultative services and technical assistance work including coordinating all cultural resource management activities on Wildlife Management Areas (WMA) statewide, and cultural resource compliance studies in support of federal wildlife habitat grants on state and private lands. This position is responsible for ensuring agency compliance with state and federal antiquities laws and agreements, including the Texas Parks & Wildlife Department (TPWD) Code, the Antiquities Code of Texas, and the National Historic Preservation Act. Reviews agency and third-party proposed land disturbing projects at WMAs, including WMA facilities development research and grant habitat enhancement projects managed by TPWD’s wildlife division staff on private and public lands. Responsible for conducting due diligence reviews and assessing potential archeological impact of proposed wildlife division projects through the Texas Archeological Sites Atlas and Texas Archeological Research Laboratory research. Performs on-site surveys, when necessary, prepares consultation documents and annual reports, including preparing and filing Texas Archaeological Site forms and curating artifact collections. Coordinates project clearances with the TPWD, WMA Facilities Coordinator, TPWD federal aid coordinators, the Texas Historical Commission (THC), and relevant federal cultural resource specialists for WMAs owned by other state and federal entities. Determines site significance for resource inclusion in the National Register of Historic Places, and State Antiquities Landmark programs as required by THC. Coordinates with TPWD Architectural Historians/Historic Architects for project consultation on buildings and structures on WMA lands. Responsible for scope of work (sow) development, management and oversight of contracted cultural resource work. Reviews applications for proposed projects, proposed sow, and draft reports for Texas Antiquities permits for third party projects on Wildlife managed lands. Provides technical assistance and support to field staff. Responsible for writing required program reports and grant proposals to various government entities. Develops and maintains cultural resource paper and electronic files and restricted archaeological site information maps and records relevant for the efficient management of the Wildlife Division cultural resource program. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications
MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Master's Degree in Anthropology, Archeology, Applied History, Historic Preservation, or closely related field.
Experience:
Three years of progressively responsible archeological experience, to include: (1) archeological fieldwork; (2) Project management, (3) cultural resources management; (4) writing professional monographs; (5) reports on archeological or cultural resources issues.
NOTE: Experience may have occurred concurrently.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license;
Must adhere to the Secretary of Interior’s Professional Qualifications Standards;

Archeology The minimum professional qualifications in archeology are a graduate degree in archeology, anthropology, or closely related field plus: 1. At least one year of full-time professional experience or equivalent specialized training in archeological research, administration or management; 2. At least four months of supervised field and analytic experience in general North American archeology; and 3. Demonstrated ability to carry research to completion. In addition to these minimum qualifications, a professional in prehistoric archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the prehistoric period.
NOTE: Retention of position is contingent upon maintaining required license and meeting the Secretary of Interior’s Professional Qualifications Standards.
PREFERRED QUALIFICATIONS:
Experience:
Field experience or coursework identifying and conserving historic structures.
KNOWLEDGE, SKILLS AND ABILITIES:

Ability to utilize GIS/GPS for field recording and database compilation;
Ability to manage and coordinate diverse program activities and accomplish program goals using independent judgment and initiative;
Ability to coordinate contracts;
Ability to work with individuals with different types of training and backgrounds to create solutions and bring projects to completion;
Ability to work under minimal supervision, exercise initiative, and accomplish several tasks simultaneously;
Ability to establish and maintain effective working relationships;
Ability to meet the Secretary of Interior’s Professional Qualifications Standards;
Ability to obtain a Texas Antiquities Permit from the Texas Historical Commission;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;
Required to perform work outdoors, occasionally in adverse weather and/or difficult environmental conditions;
Required to use and transport hand tools;
Required to operate a State vehicle;
Required to travel 25% with possible overnight stays;
Must conform to TPWD dress and grooming standards, work rules and safety procedures;
Non-smoking environment in State buildings and vehicles.
