Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

DESIRED KNOWLEDGE:

-Knowledge of the State Historic Preservation Officer, the Advisory Council on Historic Preservation, and the California Native American Heritage Commission practices and policies.

-Knowledge and experience developing fieldwork policies and procedures and conducting field surveys using appropriate field equipment.

-Knowledge of California Environmental Quality Act (CEQA), National Historic     Preservation Act (NHPA), and National Environmental Policy Act (NEPA) requirements.

-Knowledge and experience evaluating affects to “built environment”.

-Working knowledge and experience of geographic information system and other similar software applications.

-General knowledge to effectively proofread written documents, including technical reports.

DESIRED QUALIFICATIONS:

-Experience complying with 36 CFR Part 800, the implementing regulations for NHPA.

-Experience conducting tribal consultation pursuant to CEQA and Section 106 of NHPA.

-Meets Secretary of the Interior’s Professional Qualification Standards in Archeology, History, or Architectural History.

-Great customer service.

-A positive, enthusiastic, and conscientious attitude toward work.

-Ability to establish and maintain effective working relationships.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed and no more than 2 pages in length, use Arial size 12 pt. font, and normal margins andlisted in the order listed below. 

Please describe how your qualifications align with following:

  1. Excellent communication (written and verbal) skills, and ability to present information clearly and concisely to internal/external stakeholder groups.

  2. Meet the professional qualifications standards consistent with “Secretary of Interior’s Standards and Guidelines for Archeology and Historic Preservation” (48 Federal Register 44738-9).

  3. Experience with or knowledge of preparing agreement documents per Section 106 of NHPA.

  4. Experience evaluating environmental documents (i.e., CEQA, NEPA, Historic Properties Identification Report etc.) for consistency with relevant state and federal environmental regulations.

  5. Experience coordinating and facilitating consultations efforts with Native American tribes.

  6. Ability to work both independently and cooperatively in a team environment with colleagues of different disciplines/backgrounds.
