Amec Foster Wheeler Environment & Infrastructure is searching for an on-call, temporary Historic Preservation Specialist, with 5 years or more of supervisory experience, to support the Federal Emergency Management Agency (FEMA) in the event of a declared federal disaster, and undertakings in accordance with the National Historic Preservation Act (NHPA). We are looking for self-motivated candidates who can work as part of a dynamic project team; think clearly; have excellent communication skills, good technical writing skills, are proficient using Microsoft Office product suite; and are experienced in performing historic preservation compliance activities. Work may be conducted in all fifty states and in U.S. Territories. Work is performed for the duration in assigned locations.

Applicants must be a U.S. citizen, pass a Public Trust background investigation, and be willing to commit to a minimum 90-day assignment. A graduate degree in historic preservation, historic architecture, anthropology, or a closely related field is strongly preferred. Experience working with the FEMA Public Assistance Program, or other Federal or State agencies is also a plus. Candidates must be able to perform both office and field tasks, with exposure to a variety of climatic conditions. Work may take place in undesirable or austere conditions that include exposure to excessive heat, and extended hours, including 10 to 12 hours per day, 6 to 7 days per week. Most expenses, i.e. travel to and from the assigned location, per diem (food and lodging), are covered by the project and reimbursed to the deployed person in a timely fashion, in accordance with federal travel regulations.

Key Responsibilities

  • Makes recommendations to the supervisor on historic preservation policy and procedures and program guidance and training information on historic preservation and compliance issues, including advice to FEMA and State Emergency Management personnel; Provides subject matter expertise for review of existing materials, ensuring that historic preservation compliance issues are well addressed. Further integrates considerations into the delivery of FEMA’s assistance programs
  • Identifies historic resource considerations in a Preliminary Damage Assessment (PDA), the Public Assistance program, and other undertakings in accordance with the National Historic Preservation Act (NHPA); Researches historic preservation compliance requirements and guidelines to effectively ensure compliance with appropriate historic requirements
  • Develops and maintains liaison with State, Tribal, and Federal resource agencies, and private sector organizations, to coordinate compliance issues, disseminate technical information and maintain knowledge of government programs associated with historic preservation laws and their impact on the Robert T. Stafford Disaster Relief and Emergency Assistance Act and related disaster assistance laws
  • Follow safety policies and procedures, and permit requirements

Skills / Qualifications

  • Effective writing and verbal communication skills
  • A minimum of 5 years of supervisory experience is required
  • M.A. or M.S. (or higher) in historic preservation, historic architecture, anthropology, or a closely related field is strongly preferred
  • All candidates must be able to deploy in as little as 24 hours to anywhere in the United States and its territories for an extended period of time - Deployments may require working in excess of 40 hours in a given week including weekends and holidays and under stressful, physically demanding and austere conditions
  • Demonstrated professional judgment and experience working successfully in a team environment
  • Applicants must pass an Amec Foster Wheeler drug screening, background check, and physical exam
  • All selected applicants must undergo and successfully pass a Federal Public Trust background investigation as a condition of placement - This may include a review of financial issues, including delinquency, child support and /or tax obligations as well as certain criminal offenses and illegal use or possession of drugs
